Preemptive Pardons and President Trump

The federal government can clear the deck and prevent any prosecution for conduct that is the subject to a preemptive pardon.  But is there a bar to a state prosecution for this conduct?   This video discusses preemptive pardons and raises important issues relating to the New York state Stormy Daniels prosecution where President Trump was charged by a state with a federal crime for which he was never convicted and in fact never even charged!
