The California Department of Consumer Affairs (DCA) is the top of the pile of 36 different professional licensing boards and regulatory groups.    Their control over the Board of Chiropractic Examiners has been extended by statute but is contested as it runs contrary to the initiative which established the chiropractic board.   This is a law enforcement agency and it has much broader powers than a typical police agency.   While the DCA is controlled by the Attorney General as an arm of law enforcement it also has public regulatory and supervisorial powers that make it a special and more powerful agency than a typical law enforcement agency.

Due process and other constitutional concerns apply to the broad activities of this law enforcement agency and the Horowitz License Protection lawyers are challenging some of the extended powers on constitutional grounds.

The DCA calls itself a service provider but what this really means is that through lawyers and staff sourced through the Attorney General’s office they exert control and influence over the internal workings of boards.  The DCA calls an educator but this is essentially a law enforcement outreach to consumers with little input from licensees.

Finally the DCA is the licensing entity behind the specific board that regulates your profession.  The DCA licenses more than 3.4 million professionals and has tremendous power over your right to work.  It does this through discipline, investigation and regulation.  It operates through licensing boards and bureaus.  Its police arm is the Division of Investigation.  The Division of Investigation has broad subpoena power and it investigates consumer complaints, complaints of competitors or self generated complaints  on issues under its jurisdiction. If violations are found, license holders can face discipline that may include probation, suspension or revocation of a license, fines and citations, letters of reprimand, cease and desist orders, or criminal charges.
